Valorant Champions Tour 2023 Roster Construction Rules
With franchising limiting the participation opportunities to only thirty teams around the world, several organizations had to part ways with their roster. Having some of the best players in the scene entering Free Agency, there is bound to be major moves in the Franchised team’s rosters.
Riot being aware of this inevitability decided to release a set of rules that teams will have to follow in order to compete in VCT 2023, which is set to officially commence on February 14, 2023. Here are some of the noteworthy policies they introduced in their ruleset.
Transfer Windows:

A dedicated Pre-season transfer window that is scheduled to open on September 26, 2022 and close on February 1, 2023.

Each team is required to submit initial competitive roster to the League, including necessary documentation allowing them to legally work in the specific location for each Team Member and Head Coach no later than October 15, 2022.

Changes to the Team’s roster require the approval of the League Entity, which may deny any request if the team fails to comply with these Roster Construction Rules. The approval may include a compliance check that can include in-game and out-of-game behavior that violates the conduct provisions of the Rules.

If a player is released from a Full Team Roster during the Season but outside of the Mid-Season Transfer Window, such player shall be eligible to sign with another VCT Participating Team for a fourteen day period following such release
Roster Requirements:

During the transfer window, a Franchised team may sign players to the Esports Services Agreements, a specific contract template provided by Riot itself, or make changes to its roster for the upcoming Season.

In order to participate in a League, the player must be at least 18 years of Age by March 26, 2005. However, if the player competed in a Challengers main event in any VCT League in 2022 and is at least 17 years old with a parent or legal guardian accepting all of the rules and policies, they can be allowed to play on a Franchised team.

Each Team must maintain, at all times during the Season, at least four Members on its starting roster who are Residents of a country in the applicable League Territory.

Each team is required to maintain a Minimum Roster of no less than six and no more than ten players (including the reserves) each of whom is eligible to participate in League Games. Furthermore, every team must always have a registered General Manager and at least one Head Coach.

All player Esports Services Agreements must expire on the last day of a given Season so that players will be free to make moves during the off-Season after the Esports Services Agreement has expired. For the VCT 2023 Season, the end date is scheduled for September 11, 2023.
Trading players:

There is no maximum total number of Team Members who maybe traded per Season.

Trades are not required to be structured asymmetrical exchanges (e.g., 1-for-1, 2-for-2). Trade transactions are not limited to two VCT Participating Teams per transaction. Players from one VCT League may also be traded for any players from another VCT League.

Players may be traded from one Team to another in exchange for a payment of cash.
