Reyna Blind + Agent Design

CH17Any Reyna main can tell you that her blinds go through some floors on certain maps (eg. B site Haven). Does anyone know if this was by design? When I mained her I really enjoyed the option of throwing the blind at the floor and before I got used to it I would constantly throw a blind into the shadowrealm for zero effect. Always wondered if this was some weird balance technique?
On the vein of Reyna, what do you guys reckon of adding another devour for a total of 3 and making Q only heal to whatever shield was bought? Fixes pistol round S-tier agent status and gives her another devour to work with without becoming unbalanced IMO. I always thought that was the perfect nerf but Riot had other ideas.
